1995-1996: Coalition government (PSN/PSOE-CDN-EA)

With a census of 437,776 votes, the turnout for this ballot recorded a figure of 68.43%, which meant that abstention amounted to 31.57%. The results were as follows: UPN 17 seats (91,163 votes), PSN-PSOE 11 (62,021), Convergencia de Demócratas Navarros – CDN 10 (55,153), IU 5 (27,773), HB 5 (27,404) and EA 2 (13,568). Following these elections, a coalition government was formed for the first time in Navarre and made up of the parties PSN-PSOE, CDN and EA, under the presidency of the socialist Javier Otano Cid.

Nonetheless, in October 1996, following the resignation of President Otano (June 1996), another government was formed by the candidate from UPN, Miguel Sanz Sesma, with the backing solely of his party’s members of parliament.
